Westmoreland County - As part of the preliminary engineering studies for the project, SPK completed a Comprehensive Transportation Planning and Traffic Engineering Report.  The project is a proposed 2.0 mile bypass project to primarily divert truck traffic from the historic Ligonier business district.  Local Government Officials, residents, and business owners have been heavily involved with the project.  SPK tailored the Traffic Engineering Report in part to study the concerns of the local people involved.  The key section of the report addressed truck traffic volumes and an O&D Study of the truck traffic.  The study also included current and future traffic volumes, level-of-service projections for major intersections, and an analysis of the maximum bypass length based on time and operating costs.  The preliminary and final design work includes two (2) new bridges, four (4) new intersections, and three (3) new interconnected traffic signals.
