SR 4012, Section A10 (Brush Creek Road over Brush Creek)

SR 4012, Section A10 (Brush Creek Road over Brush Creek) is located in Manor Borough and Hempfield Township, Westmoreland County. The project consisted of the replacement of the existing single span concrete arch bridge carrying SR 4012 over Brush Creek with a new Sixty-Five Foot (65’)Single Span Steel Girder Bridge on Integral Abutments. The project was let on April 13, 2023. Work started on April 8, 2024 and was completed on September 16, 2024. The contractor was The Beaver Excavating Company, Inc. from Canton, Ohio for a low bid amount of $1,979,867.00.

S.R. 0031 Interchange (Exit 51) Reconstruction and Dual Bridge Replacement - This project included studying interchange reconfiguration options, and bridge replacement alternatives (dual I-70 mainline bridges over S.R. 0031 with substandard underclearance and one Township Road Bridge over mainline I-70). Safety was a primary design component, particularly with the substandard ramp alignments and weaving patterns. The SPK team evaluated several interchange reconfigurations including a Diverging Diamond Interchange (DDI), a Single Point Urban Interchange (SPUI), and variations with traffic circles at the ramp termini. The final configuration selected for final design was a modified diamond interchange; primarily due to the prevailing topography. Final design included a complex STIC initiative Design/Build traffic control plan to maintain two lanes of uninterrupted traffic in each direction throughout the construction duration. In order to accomplish this, mainline I-70 embankments were widened, structures were widened to allow placement of the concrete longitudinal joints at 6’ or 12’. During construction, a short section of I-70 will have 3 lanes on one side and 1 lane on the other to accommodate bridge construction at the interchange. S.R. 0031 is being widened to include a center turn lane. The length of S.R. 0070 reconstruction is 3.2 miles.

East Vandergrift Emergency Slide - Westmoreland County - This project was the emergency stabilization of the steep S.R. 4099 roadway/sidewalk. The slope and sidewalk had been a recurring maintenance issue for many years. SPK along with EI prepared an emergency construction plan utilizing a 650’ long staggered dowel system developed by EI. The system is comprised of a drilled concrete-filled casing capped with a cast-in-place concrete cap which doubled as the new sidewalk. Due to the narrow roadway, traffic was detoured throughout the duration of construction. Also, due to the emergency nature of the project, the contractor was immediately brought on board to collaborate on means and methods, material procurement, access, etc. The Advanced Notice to Proceed was issued March 13, 2020 and the Final PS&E was developed April, 29, 2020. The project is completed and was opened back up to traffic on October 15th, 2020.
